Would the kernel exploit allow us that, or do we need an IOSU exploit? Or do we need something unrelated to both?

Not totally sure, NWPlayer123 should exactly know :)
Anyhow im guessing both as IOSU handles signatures, and you will need kernel access to be able to boot into emunand? (I think)

Remember that kernel exploits and IOSU exploits are entirely seperate. You'll definitely need to have an IOSU exploit to do any of that.

If you're right, that means there's more incentive to making an IOSU exploit other than piracy.

EDIT: You are right, IOSU exploit does have other uses. Good.

Speaking of which, continuing our search into USB loading for Cafiine and homebrew, we're working on reversing the loader, because Nintendo decided to be jerkwads and stop us from loading nsysuhs :) (USB Host Stack). This might also prove useful for ELF/RPX loading in the future.

No I asked if They will release it in 2015
We're aiming for it to be a gift during E3 ;)

Serious?
Btw when is E3 again?

How can I dump all rpl files from the wii u?

Do I need kernel privileges for that?

You can actually get them from NUS, as long as you have the common key, which was leaked a while ago. It can be done with the tools here. Just use CDecrypt.py from inside a directory called titles/00050010-1000400A/11464 (relative to NUSD directory).

EDIT: Oops, I forgot, you do have to download the OSv11 title (ID 00050010-1000400A, version 11464) with NUS Downloader beforehand.
