Some devices if you've run the battery out completely you'll need to leave plugged in for 5 or 10 minutes before the charging light actually comes on

yep i did test the other one but no success
Take out the battery. With no battery inside connect the charger to Gamepad. Does orange light on Gamepad blinks?

If it blinks, that means charger is working. In this case the Gamepad is malfunctioned.

If it doesn't blink, then charger is not working. Replace the charger.

Gamepad is supposed to blink orange light when charger is directly plugged in but no battery is detected.

in your case the top side charger port (the one where you plug the charger in) is damaged. Cradle charges using bottom accessory port. Your Gamepad is damaged, get warranty served.

they need to have a strong line up on the launch titles too. I think they should move metroid prime 4 to the next console because by now it has been quite a while and there's no release date scheduled yet

well as far as metroid prime 4 is concerned, the next system probably is similar enough to the current gen they can probably easily just slap it onto a next gen cart and call it good :P
