Its caused by a GPU thats been overheated and isnt working properly anymore. Theres no real fix for it but to get a whole new board.

It's caused by WiiConnect24, which a lot of people think it's a standby more. In that mode the Wii's 2nd processor is running at 100% all the time, but the fans are not running, the rest is imagination.
