Hacking wii key2 region updates

I have been reading but cant find a defenite answer. Does the wii key2 prevent wrong region updates? I have a ntsc region wii and I wont to play a pal region game. If the wii tries to update from the pal game will the wii key2 stop it?

Run the config disc and then set it to do that.
