No, if Elite Force 3 was announced, then I would soil myself.

Elite Force 2 allowed me to travel through the Jeffery's Tubes. It may not have been free roaming but I still got to go through them to get to another floor because the normal means of passage were in flames.

EDIT: And where is my Borg game where I get to assimilate the universe and expand my collective?
