Why can Linux only open one LUKS encrypted volume at a time?

I've tried this using Linux Mint, Elementary OS and Kali Linux. All three of them will only open one LUKS encrypted volume at a time. If I try to open a second the volume will sucessfully decrypt but not show up in the file explorer program. This is frustrating because my laptop has two physical hard drives and I want them both to be encrypted.
