Which programming chip?

Do you avoid old games that are only playable in 30fps or less?

I got back to playing Blur on PS3 and while it's only 30fps, the game is awesome so no I wouldn't personally avoid games based on that alone.

I was wondering if there are any programming chips like picaxe that are relatively easy to program (no difficult C coding)?
Can you give me some suggestions please?
