Yes you can play cias. You can't install unlegit game cias on the 3ds on 10.6, but you can install system cias and that means you can downgrade.

You can safely downgrade to 9.2, which is good for exploiting it to either setup A9LH (or MenuHax) with a CFW.

Just follow the guide that was linked before. You can either use it to downgrade to 9.2 and install MenuHax and stop there (part 3), or go to the end and have A9LH installed (which is a permanent entry point that offers brick protection and stock like boot times and rate).
