Seems like a regular waveshare 2040 chip without usb port (the usb port is connected via ribbon cable):

Btw did he just install the rp2040 chip without 47ohm resistors?
 
All Tiny's have 47ohm on dat0, clk, and cmd. And it's always not necessary to add more. It's a case by case scenario. I add extra just to be safe when doing installs.
 
It's recommended to install 100/100/47Ohm resistors to DAT0/CMD/CLK (pin 29/28/27 on RP2040) when using a RP2040 Zero i.e. - they don't have built in resistors.

You cannot use that flex cable with an rp2040 zero/tiny. You need to wire from points on the board to the chip itself. Either use the hwfly style chip with the provided flex or wire directly with either chip.
