Hacking Misc ROM Hack Where's the modding tool "Party Espionage"?

I'm Trying to edit the text in Wii party to mod it, while I know that I can perfectly just use a hex editor, it's clunky as shit, however, I found a reddit thread with a link to a tool apparently called "Party Espionage" that leads to THE VOID™*

Does this tool still exist?

Googling did not help, it just linked me back to the same thread

*(with text telling me that the file does not exist anymore, apparently)
