When System Transferring I don't get the pc transfer option

I want to transfer my stuff from my new 3ds xl to my new 2ds xl (both hacked) but when I transfer it doesn't show the other options when I try to transfer, I was looking at older tutorials on how to do this but was it changed? And if so, how? If I'm not explaining this clearly please tell me.
