When can I ask Questions?

I'm new here and I just signed up a few days ago, when am I allowed to ask questions on the question tab?

you should have received a PM when signing up that explains everything
but just in case let me state it again
in order to prevent spam we have made it so people with less than 5 forum posts can't use all forum features.
once they have participated a bit the rest of the site will unlock.
spam is a major issue with online forums as you can imagine, we had to take measures to slow these bastards down
