You can't unless your org 3ds is 9.2 or less as you need kernal access for full speed. As you are on 9.9 all you can do is wait for a exploit for kernal for 9.9 or buy a new 3ds

GPSP is much faster and a few more options but has less compatibility with the list of GBA games. mGBA prides itself on nailing the compatibility and features of certain games (Like sensor tilting in Yoshi's Universal Gravitation) but as a result the speed is not the best at this time.

I know, as I love both emulators. I just prefer gpsp for it's speed and sound rather than mgba's more features, but when mgba irons out performance, I'd gladly go back!
