Need this for PSP RPG's. Is there anything that will let me do that?

Pretty sure the newest irshell has multitasking with the slim. If not use cwcheat's crappy txt reader while in game.

Using LineBreaker CWCheat's Text reader is absolutely fine. It's down to formatting so if your opinion is of CWCheat's txt reader is poor it's probably down to your text files and expecting them to display the same way on your PC and PSP without changing the text formatting.

Does cwcheat save your place to a text file past resuming your game, or even shutting off the PSP and then playing later? I've been curious over that part.
