Question mark means read error (including the simple "cover open") or still loading the banner, and yes you can't convert a PAL console to NTSC or viceversa with only a plain switch (the bootroms are different, and strictly speaking so are the analog video encoders) - that's why you should check inside
There might be a Wiikey Fusion installed in your gamecube. Maybe there is also a hole for a SD Card somewhere on your GameCube. When your gamecube is booted up switch the toggle for 3 times down (down up down up down up) if this it detects a GameCube disc without having a GameCube disc inserted then there is a wiikey installed. If it didn’t detect a GameCube disc try the opposite way (up down up down up down).
If it is a eject button simulation It should simulate the Wii eject Button. You can enter the Wii key menu by pressing 3 times eject on a Wii to upen up the Wii key menu.
