It is not apparent. It exists. It was released 2 weeks ago. Not very friendly to compile, and it seems it is not running properly on the Gamecube, only on the Wii.
He probably made it for clout. Last update was 2 weeks ago so he most likely abandoned the project. It's hell to compile and when you do, it crashes on real hardware on boot.
Author also confirmed that he only tested it on Dolphin. I was the first one testing it on real hardware.
What a bummer.
I had my suspicions as well the moment he claimed that it could run at 80 FPS. There's no way a machine like the GameCube could have ran it at that framerate.
