Manjaro is Arch, just a more stable/easier to use version of Arch for people new to Linux If you like Arch, and people are suggesting it, opt for Manjaro. If you want to try Debian, pretty much anything Debian-based will run well on those new specs so you can try whatever, Linux Mint, Ubuntu, install Debian on your own, etc.
