You get them for speeding.
From what I gather, it allows you to generate tickets so you can download games directly from Nintendo servers. And will always have them and be able to download them again later. Basically, it's a pirate's e-shop. But you get the real thing and not a pirated version. But, I'm not really a user of tickets, so others may have better more informed input.

Directions for FBIv2.0-2.0.5:
1. Have FBIv2 installed on your 3DS.
2. Have the .tik file of the game you want to download somewhere on your SD card.
3. In FBIv2 select the SD option and navigate to where the (Gamename).tik file is located on your SD card and install it.
4. Visit the eShop on your 3DS and use the searchbar to find your game.
5. In the games page it will have the option to redownload.
6. Redownload the game!
Directions for FBIv2.1:
1. Have FBIv2 installed on your 3DS.
2. Have the .tik file of the game you want to download somewhere on your SD card.
3. In FBIv2 select the SD option and navigate to where the (Gamename).tik file is located on your SD card and install it. Keep track of the title ID for the ticket you just installed.
4. Still in FBI navigate to the 'Tickets' option and find the Title ID of the .tik you just installed.
5. Select Install from CDN!
When you install any .cia it gets put on your ticket.db file, this is just adding tickets directly to it.That seems like an easy way to get banned from eshop, since they have history of all your purchases.. the only way this would not get you banned is if nintendo cant tell.. which would only be with legit cia's ones that come pre-installed on 3ds... so just a handful of games..
If they havent banned people yet its probably they dont realize people are doing this yet... but i would imagine it would take them just a few seconds to flag everyone that didnt buy the game
