ROM Hack What is the easiest way to edit or patch 3DS Virtual Console games?

So I have this patch file for Pokémon Gold, and I want to use it for the 3DS Virtual Console version. I tried the only three possible ways on how to get it to work, but the end-result is always the game crashing. One of those ways being if I make the CIA from the start using a rom I downloaded from some place, I have to import a VC patch file which is impossible to find either for Gold specifically or period (at least today in 2021). Another one of those ways is installing the patch by using Luma3DS but the program itself crashed even if I want to update it.

So if anyone knows how to get this ips patch file I have attached here in this thread to work with the Virtual Console version of Pokemon Gold, please let me know.

I dont know how to explain this but why the virtual console? You can use the New Super Ultimate Injector to install as a different cia its almost the same but with this you can have multiple games
