How do I find games in CIA format? I cant mention or link the site directly but try
searching google for 3DS ROMS the 4th link is what your looking for and go to the CIA section.

Are they installed to an SD card? Yes once installed you can delete the CIA from the SD card.

Yes but it's become very difficult try searching in the more poor sections of your city/state since those models on the shelves are likely to be from the first run. If you cant find one just get a NIB 3DS/2DS or buy used by checking the firmware first.

Unless you made a NAND backup while on 9.2 and lower no you cannot downgrade.

Also, the answer for DS games is that you need a DS flashcart. Most DS flashcarts are blocked on newer firmware, but if you have a hackable system (9.2 or earlier) you can unblock them.
