Hacking What does it mean?

Hi all!

I saw at the Wii Region Patcher Compatibility List for NTSC-US:

0995 Need For Speed: Undercover (WiiERD): you will need to download and install the new IOS files or you will get Error 002.

What does it mean?
What are IOS files?
Where can I download those files?
Where am I installing those files? Wii or Computer?
