Processor won't be as important as the graphics card.
A good dual core will do. For sims 3 on 7 and vista a P4 is still recommended. Pretty much any laptop will do, but don't go really expensive.
also, what's your budget?

An Intel Centrino will be just fine for that game. I'm not sure about a Celeron, those things are absolute shit, and I don't even think they make them for laptops.

Last I checked intel's chips (specifically the i3 and i5 lines) are plenty good for a normal person while not producing as much heat as AMD's chips, which is why the majority of laptops use them (as laptops tend to have heat issues).

While integrated graphics are crap in general, one on a new laptop with an i3/i5 would be good enough for the sims 3, so any i3/i5 laptop should play it fine.

If she wants to move up to other games in the future that might be a cause for concern, since you can't upgrade the graphics in a laptop like you can in a desktop,

There aren't any specs listed, but I highly doubt that it'll be able to run The Sims 3

Looking around google I can't find concrete specs, but I think I saw something about it having a 1.2Ghz processor. It's probably a single core.

300 Mhz CPU, 128MB RAM, 2GB Hard drive

that isn't even enough space to install the game

and I'm pretty sure it's exactly the same as the last one you posted

Is your budget less than $100 or something? You probably won't find anything decent.
