The OP said they StreetPassed two users with a homebrew title, 3DS homebrew must be a lot more popular than I thought.
I remember seeing someone with HB Launcher Loader in StreetPass once and then never seeing any homebrew titles again, it's been 9 months since then.

I only know of one person locally who has a hacked 3ds, and that was solely due to me downgrading it for them . I would consider streetpassing someone with some homebrew title really lucky if it isn't someone they know.
