I got it ... am an ambassador and have spotpass updates set for the eshop. maybe those that dont have it dont have the spotpass notification set to on.

maybe they're practicing if they can hotlink people to downloads via Spotpass... which could mean Spotpass spam (click it and it throws you to eShop directly at their advertised software).

could be good, but could be bad as well.
