Very weird camera issue with a 2DS

Hi everyone, I'm having a very weird issue with cameras on my old 2ds. The camera app works fine but when I open the quick camera by pressing L and R the external cameras don't work; unless I switch to the inner camera and then to the outer again. I don't think it's a hardware issue, I have cfw. The problem is scanning qr codes in FBI or anemone doesn't work which is really annoying. Please if anyone could help me I'd be really grateful.
