ROM Hack Utility to easily edit text in DS roms?

It seems dedicated text editors only exist for pokemon and the hex editor I've tried only displays gibberish on the text side, which may have to do with the game?

I want to edit the text in Chrono Trigger to have some of the quirks from the SNES script, primarily Frog's dialogue.

Any dev could use whatever encoding, pointer scheme (you have maybe 5 major types), formatting, markup, scripting, compression and other things that they like, and I can probably give you examples of each being radically different. Nintendo did provide a format but unlike its graphics, music and binary code formats then most devs rolled their own.

To that end there will only ever be game specific (maybe franchise or same developer) text editors. Anybody wanting to edit text will then have to either hope someone else has gone before and made an editor/extraction script/listing of things or make their own.
Most DS text is not that bad -- tends to be in a file with basic pointers, formatting tends to be obvious (not that you might even need to touch it if you are editing text), compression (if any) tends to be one of the common LZ formats that http://www.romhacking.net/utilities/826/ and any number of other tools handle, encoding can be tricky but I have not seen half the funny stuff you might see on the 8 and 16 bit era stuff...
