Hacking User Agreements problem

I recently upgraded My Korean Wii to 4.1u using ModMii. I was trying to accept my User Agreements but it HANGS Black Screen.
I never tried to activate User Agreement when it was still a 3.2u

I tried this guide but it doesnt work.

Installed EULA US v3 and Wii Shop Channel v20

I tried access it from Shop Channel, wiiconnect24 but still the same.
 
At the very least, hopefully you followed modmii's step of making a NAND backup. Most idiots skip it and decide to do it later because they are to eager to play pirated games.

Either way, I'm sure we can figure it out for you.

What hangs where? Can you still get to the system menu?
 
Fixed! I replace it with EULA US v2 instead using MMM and finally I set country to US (for the first time). It seems the v2 is for 4.1u? but ModWii offers only v3.

I realize now that Internet Channel, Monster Hunter Tri and Conduit 1 & 2 does not required active Wiiconnect24 for online access.

Now I notice for the fist time when I power off my Wii the led turns orange instead of red. Does it mean that I should turn off Wiiconnect24 so WIFI won't always active? I remember some user complain about dead WIFI and they suggest to turn off Wiiconnect if not using it.

Yea, i changed all to USA but it still encounter error..

Shop channel region: 49 (USA)

When i mark as read, it came out error -1017

Identifying as SU...Error! ES_Identify (ret = -1017)
Unexpected Error: Identify_SU Value: -1017

Set Country United State in Wii Setting
 
You need to run any region changer on a patched ios. Load wiimod or ARC mod 6, ensure it is running on a patched ios, then fix your region settings. You have a region mismatch semi-brick, if your wii is Korean semi bricks can go bad.

If you do have a Korean wii, I suggest you run your wii through my softmod guide below to fix any region issues you may have.

Erm, i still can play games through usb loader so i guess no brick yet?
When i go to Country under Wii Settings, it came out with an opera pages saying nrc:/ xx xxxx xxx
Forgot what it mentioned. Below is Opera Help and Nintendo internet support.

I'm having Korean Wii and just updated from 4.0U to 4.1U yesterday using ModMii program.
How do i know i have a semi-brick wii?

Opera error = semi brick. Your region settings do not match your installed system menu. If you do chapter 2 of my softmod guide + the region change option, your brick will be fixed.
 
Where to get ARCmod06_Offline ?

Under region change of WiiMod 2.5, the only difference is Wii Shopping country is still Korea 136...
 
What IOS was Wii Mod running under?? Was it 58 with AHBPROT mode? If not you may want to install IOS 58. Check your IOSs and post your csv.
