Homebrew Use HANS patch for cheats?

Is a cheat function possible through a patch that can be applied in HANS? Or does HANS strictly do file replacement?

My system is 10.3, so ARCode isn't an option.

You could probably make rom hacks that are kinda cheats, like rom hacks that make everything in stores cost no money, rom hacks that give you infinite health, stuff like that, but you'd need to know what you have to change in the code in order for it to happen, depending on the game, and you'd need one full romfs file for every "cheat", which wouldn't be very practical.
