I get this error Error: To run GameCube games with Dios Mios you need to set your 'main gamecube path' to an USB FAT32 partition. Now when I try to run usb loadergx off the usb. It doesn't detect the usb 4gb as a valid Fat32 Partition. I format it in usbloadergx and says format is successful. Then it says it haves a problem opening the partition and the wii restarts. Using current rev of usbloader gx. DM installed on IOS250 and DML installed on IOS249.

Im not really up to speed with DM(L) but afaik there are supposed to go into the MIOS slot not one of the normal IOS slots.
    But maybe that changed.

Try to do the formating on a PC. Maybe GXs format function is bugged. Didn't even know it had one.

Did you followed what the message told you to do?
Create a folder games on the root of the USB. (it can be any folder, but it's usually usb:/games/ )

Launch GX, Go to Settings > page 2 > User paths > Main GameCube Path > Set this path to your USB1 partition, and select the /games/ folder.

You can now dump your gamecube disc, it will be placed in the USB folder.

Also, you can't install DM or DML anywhere else than into the MIOS slot.
    they are not cIOSes.

You can't install both at the same time, each version of MIOS replace the previously installed one.
If you install DML then DM, you will only have DM installed.

I think the GX partition formater is doing WBFS partitions. it's for Wii games only.
Format your USB Drive as FAT32 32k cluster on your computer.
