You've just got to replace the official version of USB Loader GX with the enhanced version. Once you do that the official channel forwarder works.
You can't have both the official and unofficial builds of USB Loader GX installed as it'd cause config conflicts.
You could do that or just paste the apps folder into the root of your SD card and then click on yes to replace everything.

If you're still using Crap v3.3b then try using WiiGSC instead.
Personally I don't create channels, but I was told that my mod with WiiGSC does work.
Ok I keep getting error failed to load ios58 on both crap and gsc. So what should I try next? Load 251 instead of 249 on wad manager? Or use usb loader 1271?

You could try it, but it probably won't work if my mod doesn't.
Check that Wii games are set to be displayed or reset USB Loader GX's settings from the settings menu.

Looks like you're using old cIOS. Most people here would recommend upgrading to d2x-v8-final or d2x-v10-beta52.
