Getting first place in everything is for Surf Pikachu. For Fly one it seems you need to use the SPECIAL Magikarp Splash to beat your records. Don't know if you only need to beat one of them or all of them though... Magikarp Splash is activated when you do 4 movements that don't correspond to some other move, but special one requires those four movements to be different (eg: up, right, down, left). Haven't tried yet for Fly one, I'll post when I do it.
The move he tells you to do is the fabled Over the Gyarados move some of the NPCs talk about.

Edit: The Magikarp trick is random where as the Gyarados move is more uniform. Just do Left, Right, Up, down.

The Magikarp isn't random, it's when you do 4 movements that don't correspond to another move. The Gyarados one is basically a special Magikarp like I said, just requires specific order for the movement:P

well, I pulled it off. no dice.
 
I'm curious, would it be possible for a rom hack to incorporate the complete National Pokedex?
Probably would. I did a mini-romhack on Y long ago where I changed the entire dex, so, at the very least, dex editing should be possible, but enhancing it to include so many more Pokemon could be hard since it will need text for each one, icons, etc....

maybe the gyrados move doesnt affect fly pikachu. my guess is they all need to be above a certain score.
You need that Gyarados move and to beat each score I think, did you get the Fly Pikachu without it? Do you get Surf+Fly or any other special ones later? It would be cool if you got the Waterfall+Fly one, although that's one of the most obscure events in the series...

Could the dex entries from ORAS be extracted and imported to USUM? I have no true hacking knowledge/experience, so I'm going to assume it will not be a simple "copypaste", but would it at least speed up the process?

Is there a list somewhere that shows the mantine surf things before unlocking them? Or can they only be used as unlocked
Besides Magikarp Splash (4 random movements that don't correspond to a move), you need to unlock them. Each is unlocked after you get first place in a course and the Gyarados move is after you get the Surf Pikachu.

You can copy-paste the texts and all, but in the internal memory, there's a limit to how much stuff you can put. You can't create new values that easily if at all, so expanding the dex is very tricky. If you just change what mons appear in it though, it's not that hard.

Not all. MOST is the keyword:P
