Hacking Updating a CIA

how exactly do updates get turned into cia format? is there a way to download them somehow kinda like how u can download wad files for the wii with nusupdater? I have about five or six games that require an update, but updating normally doesn't work. I'm trying to figure out how to get cia update files for those games.
 
I checked the iso site. some of them haven't been uploaded. whenever I try to update them normally, it either says an error has occurred or the update nag is still present.
 
N3DS a9lh with otp. I'm thinking the games may not be of the same region. I know that will cause a failure. is there any way to download the updates like with something like the NUS downloader?

You can always try freeShop and see if it has the updates. What games need updates? Also, if you're not on the latest firmware and Luma3DS, go ahead and make sure those are up to date.

I'm on the latest firmware with the latest luma. one game that needs an update is final fantasy explorers.

Do you remember the region the games are from? You could see if FBI tells you by opening FBI, go to Titles, and find the games that need updates. The top screen will show info on the game, including the region.

looks like I have several European and Asian titles. so far all of the ones that need updates r one or the other.
 
I'll try it out if there's another game that requires an update. I think the out-of-region titles r the issue. all of them that required an update was either Japanese or European.
