More noobish questions:

1: I've been off the internet for a few days, is downgrading somewhat brick-proof?

2: Do I have to decrypt roms to play them (on 3ds)?

3: Where can I find documentation on the head tracking feature?

1. Nope, there is a small chance use safesysupdater but there is still a chance of a brick.
2. Nope just install the CIA.
3. It's included in the newest starter pack update the /3ds folder with the new starter kit. If you dont have it.

Do I have to delete menuhax to update?
 
I thought it would break. And is formatting after downgrading mandatory?
No, just recommended. Also after you downgrade, menuhax wont work as it has a 10.3 payload and you will be on 9.2. You don't need to delete it but you have to reinstall it through browserhax.

Sorry for all the questions (this should be the last one) but can it brick my system?
Homebrew apps CAN brick your system if you use the Gateway .3dsx app (yes there's one), FBI, sysUpdater (I think that's what it is) in the wrong way. Also don't mess with anything not meant for your system version. Usually all the Pirating apps are for 9.2 (rxTools is one)
