Is rxTools on N3DS?

Same version for both. There's also rxpasta, although I'm not too sure what the difference is. Rxtools just works for me so I didn't look any further.

I started Pasta CFW laucher for the first time and now it's on a black screen. Do I restart or is it bricked?

You launch it then wait 30 seconds it can take time.

If it doesn't load after a minute, I would power off and try again. Sometimes it doesn't like menuhax - browserhax seems to have a much better boot rate for me (same with FBI and safesysupdater). Either way, boot rate for many of these homebrew are not 100% (more like 70-80% sometimes).

Well it's been 5 minutes so I guess I'll restart. I was using Browserhax and I guess I can try Menuhax next.

SomethIng happened with this internet connection where I can (miraculously) load some pages (on android only). Is there some way I can host browserhax myself (trying to install menuhax again)? EDIT: Never Mind.

2. If yes, do I install it with EmuNAND or SysNAND?

unless otherwise told, do it while in emunand and install to SD/SDMC

not yet, but Gateway and ReiNand (and Cakes?) do

Oh gawd there's a 10.5. Is it the same status as 10.4 emuNAND or does rx Tools have a N3DS version?
