Hacking Twilight Princess HD Files?

Is there a way to open .pack filed for TPHD? I've tried SARC file extractors but they all say it's not a supported file. I wanna start modding TPHD, because I actually have experience with modding the original TP. I include a picture of a custom shield import I did for TP on GC/wii.

Replacing things is possible in smash bros, and if I can get it so I can extract and repack this, I can try and teach things like custom Swords and shields.
