Hardware TV Output > Sound setting vs System > Sound setting

In the TV Output section of Settings, there's a Sound option, which has Surround, Stereo or Mono.

Under System settings, there's also a Sound setting, which has Stereo or Mono.

I assume the latter is for when in handheld mode?
