Oh boy. And now i feel it will all fall back on me. x__x
I doubt that Lol. No one told anyone to do anything, not to mention people were returning banned DS' and exchanging them for new ones without even trying to unban since last week. No one is liable for something someone else does, period. It's all at your own risk, that goes without saying.

Well, at least I edited the OP' stating we still need confirmation on the unbanning of the target system. x__x
Sure, it's their decision, THEY take the risk, but I wrote the guide, and alot of people won't try to look for who stated it works in the first place.

Well it does work, so meh.

It DOES work, but what if someone borrows a friend's 3DS? I was just setting an appointment with a friend to unban my system with his brand new New 3DS. THAT'S when it becomes a problem.
Well of course if it can't be unbanned again, but that's why you don't use someone else's DS in the first place if you aren't 100% sure you can replace it or fix it if something goes wrong. Basically only do it if you have a DS lying around you're not using anyway, or if you buy a cheapo used one from somewhere and call it a disposable for like $40. Otherwise I guess just get a new one anyway.

So this way will ban the unbanned 3ds?

True. And it can always be unbanned with @Giodude 's method. If they don't care about linking an NNID of course.
But yeah, makes me feel rather unneasy.

We do not know yet. We need confirmation. I thought we had it. But turns out we did not.. :(

Well you still have to unban 001/002 before doing the transfer anyway so both consoles can still go online after the fact. One will still have the eShop ban. I guess it just depends on which one you would rather be using physically.

That is true. Even to me it feels really weird. ;(
And you seem to know much more than I do on the matter, too.

Like I said, I did not "create" this guide/method, someone asked me to make a guide about it, and I did.
Well, I don't want to seem like I'm discrediting you or anyone else that has tried this. From what I can tell, this works if you have a spare 3DS to throw away, but ultimately, we don't want that.

Can you, or anyone else confirm it BANS the target system? I wouldn't want my friend's 3DS to get banned, even if he doesn't have an NNID.

I just wrote the guide, honestly. But yeah, I thought it was confirmed working before I posted this. I'm not one to want people to mess up what they own.

I would wait... at least for confirmation it does or does not ban the target system.

Yeah pretty much. Although some people who do a lot of testing or what not may have an old one, or able to purchase one with a broke cartridge slot, touchscreen or something else for like $35 or so. Still cheaper than a brand new one. That and as far as I can tell, this is the only way to remove both bans completely. Otherwise you're stuck with one or the other anyway.

I've just restored a NAND backup that was not linked to my NNID and the system is still banned from creating a new NNID. The target 3DS does take the full ban.

Well it still only takes the eShop ban, since you have to get rid of the other one first but yeah Lol. Trial and error my friends.

Edited the OP to warn about the ban transfer. If people come here and complain afterwards, wll too bad, read before trying, people. :(
At least we need for sure now.

Good to know that because I was imaging myself messing up. xD

"Buys N3DS and suddenly transfers from O3DS and gets N3DS banned"
Such an downgrade again. xDDDD

I still miss my NNID though but oh well.

A method to bypass all bans has already been discovered, but there's not been any sort of public release due to how impractical and unpredictable it is. Though at least it doesn't ban a completely innocent system.

Exactly which I why I said buy a broken one and use that, unless you plan on getting a new one on Friday anyway.
