You must go on top of a Sheika Tower, or a place that has a ledge similar to it.
You must have a shield, and bow equipped. Place a square bomb next to you, and pull out your shield, and get as close to the bomb as you can (with your shield still out). Now push ZR to pull out your bow and immediately press A to pick up the bomb. You should be holding the bow and the bomb above your head.
Next, press X and B and + as fast as you can in that order, once you press + you will be in your inventory. Remove your shield, and back out of the inventory.
Your bomb and bow should still be above your head. If your bomb has fallen you have to try this again. If your bow and bomb are still above your head, draw your bow, but then cancel. Now you should be holding your bomb in one hand and your bow in the other. Now press and hold B and run carefully off the ledge, and behold! You fly!
