@UranusDarkness Try this. Even if the file seems to be corrupted, try anyways.
Rebuild it, recompress it, delete the old one with your custom file in the RomFS, and rebuild the cia (ciar) encrypt the cia and install it

@Asia81 I have your pack hack and the decrypted cia (I think its decrypted) In a folder. I run the Hacking toolkit and write CIAE, press enter then N. It says done or what ever immediately and nothing happens?

Be sure the cia is decryted.
Be sure the cia doesn't have any spaces or accent (special characters in its name).

I just decryped it a second time, then i put it in the same folder as HackingToolkit3DS. I ran it and wrote CIAE, then N then it said it was done immediately. Nothing is there though.

Are you sure the SetupUS.exe is Installed?
Make sure windows is not hidding the extension of the cia "homemenu.cia.cia" because I see some hidden extensions
when asked for enter a name "ciae" be sure to DO NOT write the extension. Just enter homemenu.
