To my knowledge there is no PCE/TG16 DS code emulator. The best we can do right now is PCE/TG16 on the GBA (PCEadvance) or hope the PCE game in question got ported to an emulated system (the SNES and megadrive/genesis are fairly well supported or even remade on the GBA/DS (I can think of none offhand):
