Hacking Trouble with SD upgrade

Hello everyone,
I've been using a 32GB SD card and I've nearly filled it. I did some research regarding SD upgrades with Luma and according to old threads, as long as you don't have emunand you just need to format the new SD to FAT32 with 32kb cluster and copy everything. So I bought a new 64GB SD and did that. Well, it didn't work for me. If I boot my 2DS with the 64GB sd a message saying the programs could not be loaded from sd and sd card is not accessible. I checked into the console config menu and the sd is indeed inaccessible for the 2DS.
How can I solve this?

Check if your SD card is fake, faulty, or dying.

1. Copy everything off the SD card to a computer.
2. Quadruple reformat.
3. Full Write + Verify the empty card in H2testw. Do not skip.
