Hacking Trouble with cheats and guide

I want to use some cheats for FFTa2 for a game I already have saved. When I start the game, I have access to the cheat menu, as well as the guide. The problem is once i load my current game, I am unable to pull these menus up. How do I fix this?

L+R+Start+UP for cheat menu
L+R+Start+Down for guide

I know the hotkeys. The problem i have is they work when I start the game but once I load my game, the hotkeys don't work,
