Gaming Traded in my launch 3DS a while back....

I had all of the Ambassador GBA games for it too. I still loved playing Minish Cap on my 3DS, it was one of my favorite games. I linked my 3DS to my Nintendo account by the way.
My question, if I were to buy a 3DS XL today, and link my Nintendo account to it as well, would I have access to the GBA Ambassador games still or not? I'm aware they were supposedly system bound, but if I check my Nintendo account download history, couldn't I just redownload them on a new 3DS XL that way?

Nope. You lose the Ambassador games.

Or else people could cheat the system and give the bonuses to other people

The only way to get your Ambassador games on the XL is to do a system transfer from your other 3DS that has access to them, which then prevents your original from having them anymore.

If you do a system transfer then you could get the ambassador games, so not exactly locked.
