I think we should keep an eye over the Retroarch PC Engine core.

It runs very close to the NES FCeumm core, being PC Engine a more powerful machine. I'm actually getting around 36 fps.

I use CatSFC on my o3DS for slow-paced games(Pilotwings), and blargSNES for faster pace games(Super Mario World).
I use QuickNes for NES, and GameYob for GBC.
EDIT: And don't forget about DS mode emulators, I use NesDS a lot on my 3DS.

QuickNes is the best nes emulator for 3ds? Not sure since there are a few of them.

The best way for O3DS users on 9.3+ to play GBA games is to just follow this:

1: Buy a Game Boy micro.
2: Buy an EZ4 flashcart.
3: Use DS with slot-1 flashcart to dump ROMs from your cartridges and copy them to your EZ4

That's what I do. :P
In all seriousness. I'd just give it a while. I'm sure GBA emulation will get there for O3DS Userland users. It will just take a while. The 3DS still isn't as well understood as the DS or PSP and it took a bit of time and work for emulators to get to where they are on those platforms. Retroarch and CitrAGB have already made some impressive strides, even going beyond my expectations in some areas. Just be patient. :grog:
