Yes. DO NOT UPDATE! You can use that PS3 as your PS Store/PSN features!
All you have to do is follow the instructions to activate your Vita on my guide here (go to part 5, which tells you how to activate your Vita and how to transfer content from your PS3 to your Vita), and then you can go ahead and try to install TN-V here. (personally, I recommend TN-V because it has the same layout as a PSP (making it easier to understand things)
