Yes and no. While the CFW bypasses the region lock there are a small handful of problematic games that won't boot properly or will have language or other issues. For those titles you will want to try loading them with a homebrew app called Spiik.

Most of you're imported installs should be fine without it though.

Just use Aroma. You're reading a really old info. Aroma can run games from anywhere now. No need to jump through any hoops.
