As far as I know, Nintendo will start reusing Tours and Ranked Gifts at the end of the Halloween Tour.

As anyone will see, there's plenty of empty spots with unknown IDs. Nintendo had this trend to release badges for their Drivers. And there are badges for Queen Bee, Spike, Paratroopa and other potential characters that didn't made it to the game.
Nintendo is rushing this mobile game's end since they've announced they're stepping out of the Mobile market.
This can't be a coincidence with the ongoing rumours of a new console next year.
My guess is that they're finishing Mario Kart 8 DX and Tour to announce the new Mario Kart for the new console.
And I guess the next Mario Kart will be called: "Super Mario Kart World" or something, in order to reuse the "City Tracks" and "Nitro Tracks", besides the hundreds of different Karts, Gliders and Characters. That much work can't go to waste, and Nintendo is known for reusing old assets in their games.
You guys should see the ID charts of Karts and Gliders. Those look empty compared to the Drivers ID chart... empty of how many ID placeholders were left empty.
I hope to see a Mexico Track, since there was a "Merida" thingy datamined. Merida, Yucatan?
