Hacking This is hella confusing

I want to add my own code and im using AKAIO's USRCHEAT.DAT file and i downloaded the R4's Cheat code editor thinking "well oh there both .dat files sure they'll work the same." But no it didn't work. I'm wondering where is a site to download a good .dat cheat code editor

when i do it and add

USRCHEAT.DAT


it says NOT RESPONDING

WHAT NOW?
should i change it to usrcheat.dat lowercase?
