Will a paysafecard from germany either work?

I think European site is fine. NDS-card delivery time to europe is darn years or at least feels like it, so nothing wrong in paying little extra to get it in few days instead of few... months.

I myself got my first flashcart from Finnish retailer that still existed and was legal a long time ago - not so much these days it seems.

But yeah people forget some sites deliver to Europe in more abyssal rates than the current political climate - DODGE THE BULLET ONWARD.

I cannot personally say yay or nay for that site, never used it and not that many others probably did either. If there is no red flags around and maybe some reviews about it, then yeah, should be OK. The card is correct or at least from the description should be.

In my experience registered shipping from China/HK shaves off at least a week of the shipping time.
So instead of 2.5-4 weeks (on rare occasions more than a month) it will take 1.5-2.5 weeks. Well worth it for $2, I think. Don't bother with the express options, at that point you're better off buying from somewhere closer.

If you can't find anything discriminating about the german sites, nothing wrong in using those. NDS-card is cheapest option but delivery from China to Germany might not be the best one. Unless the German sites have no warehouse in Germany and basically send it from china as well but like said, if you have limitations nothing wrong in using alternative sites from your own Country, I did that when I was 16!

I do not seem to find any errors in your purchase, the r4ids.cn variant is the one supported if it's what you thought was a mistake.

Even though devs are working for the r4i-sdhc.com variant, it might take some time. So you've done the good choice.

Ahh, I do remember that these kind of sites actually gives the payment page to email. Same happened to me when I wanted a R4i 3DS flashcard (r4i-sdhc variant)
