Nintendo (and we all know how much I love them), unlike Sony has a VERY bad habit of murdering their last gen console.
To be fair the N64 & Gamecube were pretty much dead saleswise before the succeeding consoles launched, the Wii still has a huge install base and still sells a good number of consoles a month so I still expect the odd minor release from Nintendo, even if they're not going to be anything the so called "core" gamers would want. Unlike Sony's PS3, their next console is actually doing extremely well pre-launch and actually has some good games coming for it, I mean that was why Sony still did the odd game for PS2 (albeit PSP ports) because not many people bought the PS3.

We already have something similar.

But charging for homebrew is a bad idea. It should always be free and if the dev really wants extra cash, have a donate option available.
We do have the Homebrew Browser, but it's a pain in the ass to use because it hasn't been updated in a while. Having to remember to start my Wii with my old controller is getting a bit annoying. That's purely cosmetic though.

In continuation, I don't see what's so wrong with a Homebrew Browser revamp. Sure, the current Wii is still selling but the system is far from future proof. The yearly games (Madden, FIFA, NBA 2K) are all dropping WiFi support, there have been NO 2013 announcements for Wii, we haven't had a major homebrew feature in months. These late buyers are buying a dead console unless people decide to give the system another breath of wind. I really don't think that the Wii had all that it needs.
